David Vallance is married with two adult daughters. He has lived in Toronto since 1959. He studied economics at the University of Toronto. He was employed for many years as an insurance salesman, a job that gave him the flexibility to play an active role in municipal affairs in Toronto.
From 1979 to 1992 David served on the board of directors for the Annex Residents’ Association.
From 1988 to 1992 he was member of the board of directors of the Confederation of Resident and Ratepayer Associations (CORRA). CORRA is an umbrella organization of associations in the City of Toronto. He served as chair of CORRA for five years. He resigned in 1994 out of frustration with the lack of real improvement in the city’s finances.
In 1996 he formed the Bloor-Annex Business Improvement Area (BIA). This BIA is thriving today and David remains a board member.
In 1997 David chaired Taxpayers Against Megacity.
From 2000 to present he has been a board member of the Toronto Association of Business Improvement Areas (TABIA).
Over the years he has formed a number of organizations designed to address property tax inequities. He has spent time with numerous other municipal organizations. He has done original studies concerning municipal finance and the makeup of the city.
As a concerned citizen actively involved in municipal affairs over a period of many years, David Vallance understands the issues. He has, during his time in Toronto, developed a deep love for the city. He believes Toronto is the best city in the world. It was this love that motivated him to get involved in his community in the first place. But his involvement has opened his eyes to Toronto’s great untapped potential. He believes that potential will never be realized so long as Toronto remains a powerless, impoverished child of the province. His solution is to turn Toronto into a province.
